This Systems Engineering Competency Framework, which was developed by the INCOSE International Competency Working Group, builds on from the INCOSE UK Systems Engineering Competency Framework The purpose is to provide a set of competencies for Systems Engineering within a framework that provides guidance for both beneficiaries and practitioners to identify knowledge, skills, abilities and behaviors important to Systems Engineering effectiveness in the domain for which the competency model is applied. This document has been produced by the INCOSE UK Capability Working Group (CWG) to provide some high level guidance in the Systems Engineering of complex capabilities. This document is based upon practice from a range of sectors, including rail, defence and information services. Capabilities are different from Products. Capabilities are realised through a combination of people, processes, information as well as equipment. The Capability Working Group found Capability Systems Engineering in a range of different industries, often with different language, but the same underlying challenges, mind-set and methods. In Defence it is called Through Life Capability Management, and sometimes System of Systems Engineering. In Rail it is called Whole Systems Engineering. Welcome to the INCOSE UK Annual Systems Engineering Conference in this unprecedented and most unusual of years. The effects of the global pandemic have impacted all of our lives to differing degrees and the impact that it has had on many aspects of our lives means that life will probably never be quite the same again. This year we have made the decision to have a virtual conference rather than our usual face-to-face event, but we are still able to produce this set of proceedings. The submission and review of all the papers has not changed so you can be assured of our usual high standard. If you have never published before and you feel that you have something that may be of interest to the wider Systems Engineering community, then why not consider submitting a paper for next year’s event? INCOSE UK is run for the benefit of Members, whether they are individuals or part of the UKAB. We rely on Member contributions to make these events successful. We now offer a range of products and services to provide benefits to our Members as well as our Professional Registration and Certification programmes. We hope the proceedings will allow delegates to review/study the papers in more depth after the conference, the printed Proceedings will also give the option for members who were not able to attend the event to be able to get a taste of what happened at ASEC 2020 and hopefully inspire them to attend a future event. This guidance document is intended for systems engineers who are considering and preparing themselves for professional registration with the Engineering Council in the UK, according to the UK Standard for Professional

Engineering Competence (UK-SPEC). Specifically, it aims to help systems engineers understand how to describe their Systems Engineering experience in a manner best suited to the professional review process.

As well as mapping SE competencies to the various sections of the UK-SPEC, the guidance also offers advice on the appropriate level of registration for systems engineers, based on their education level and experience.

This guidance has been written by experienced professionally registered systems engineers who hold chartered status and are familiar with UK-SPEC, including some who have personal experience of achieving CEng via the INCOSE UK scheme.

Please note that this guidance document was written against Edition 3 of UK-SPEC. An update to align this guidance to the new Edition 4 of UK-SPEC is under way and we expect to have an updated Edition in 2022. Members are advised to use this guidance as informative rather than definitive, as UK-SPEC Edition 4 has modified some of the competency statements. Systems Engineering Competency Framework:

Issue 3 of the Systems Engineering Competency Framework and Annex A Guide to Competency Evaluation now been completed.

The Systems Engineering Competency Framework was developed 'to have a measurable set of competencies for Systems Engineering which will achieve national recognition and will be useful to the enterprises represented by the INCOSE UK Advisory Board'.

It provides a common language with which to describe and discuss the competencies that are required to conduct good Systems Engineering.

The hardcopy has been split into two colour-coded parts, The first being the framework itself, and the second being the Annex A Guide to Competency Evaluation Issue 2.

The colour-coding provides a quick easy way to cross-reference different areas of the Framework with the Annex.

Systems Engineering Competency Framework:

The United Kingdom has a proud history in engineering and technology, and was one of the leading nations for developing and codifying Systems Engineering. This SEASON report assesses the state of Systems Engineering in the UK in 2020, following previous reports published in 2009 and 2014. We are living in the age of significant systems challenges. Global challenges such as food, health, security and climate change are ever-more demanding. Society is recognising that sustainability is a necessity not a luxury. There is a constant pressure for ever more complex and integrated systems in all aspects of our lives. These challenges place new demands on the types of systems that are needed, their connectedness, and society’s expectations of success. Systems engineers are linchpins in responding to these challenges and it is our opportunity to rise to these challenges. To achieve this however, the practice of Systems Engineering must continue to evolve, so that as systems engineers we have the processes and tools for the job.
